Jackson Hospital board approves new 4-year BlueCross agreement
Reading time: 3 minutes

Jackson Hospital leadership announced a major milestone during a press conference Monday in its path toward long-term financial recovery and stability for the River Region community.
John Quinlivan, president and CEO of Jackson Hospital, confirmed that the board has approved a formal four-year agreement with BlueCross BlueShield of Alabama. This announcement follows weeks after a verbal agreement was reached between the two entities. The formal agreement will officially take effect as the hospital completes its exit from bankruptcy, with initial paperwork filed on Monday.
Most importantly for local residents, Jackson Hospital will continue operating without any interruption in care, maintaining full access to its 24-hour emergency department and general medical services.
Jackson Hospital’s path to financial stability + enhanced operations

As part of its long-term strategy, Jackson Hospital leadership plans to enhance daily operations, implement strict financial discipline and add new patient services. CEO John Quinlivan noted that expenses had exceeded revenues, requiring a shift toward greater operational efficiency to eliminate ongoing financial losses.
While the hospital will rely on short-term government grants during the initial transition period, Quinlivan said the new rate structure secured through the BlueCross BlueShield of Alabama agreement is “significantly better” for the facility’s overall sustainability. Though specific financial figures were not disclosed, Quinlivan expressed confidence that Jackson Hospital will ultimately achieve self-sustaining stability.
The agreement, alongside state and insurance participation, remains tied to finalizing the bankruptcy exit process.
How key partners + community support saved the Montgomery hospital

Reflecting on the grueling negotiation process, the Jackson Hospital CEO acknowledged the uncertainty leadership faced along the way.
“I went home some nights convinced that we’d have to close this hospital, but we didn’t walk away. Nobody gave up.”
– John Quinlivan, Jackson Hospital president and CEO
Quinlivan extended gratitude to several key partners who helped keep the doors open:
- Hospital personnel + medical staff: Thanked for their dedication, noting that the facility is retaining an “incredible group” of healthcare workers
- The local community: Thanked for their continued prayers for the hospital during critical times
- Jackson Investment Group: Spearheaded by Rick Jackson, a Georgia gubernatorial candidate, who provided vital financial resources and took a chance on the hospital when “no one else would.”
- BlueCross BlueShield of Alabama: Praised for staying at the negotiating table and investing in the facility’s ultimate success.
- Local, state and federal officials: Recognized for their support and financial contributions toward the recovery effort.
As Jackson Hospital celebrates its 80th anniversary this year, its deep roots in the community remain evident. Quinlivan shared that throughout the process, numerous residents reminded him that they were born at the facility.
“This is our 80th anniversary year. “I think it’s quite possible that your grandchildren will be saying the same thing to their grandchildren.”
– John Quinlivan, Jackson Hospital president and CEO
